A specialist in vaccines and biologics at legacy Merck, apparently he was not offered a continuing position at New Merck -- per this Philadelphia Business Journal item:
. . . .Inovio Biomedical Corp. has hired former Merck executive Dr. Mark L. Bagarazzi to be its chief medical officer.
Bagarazzi was director of worldwide regulatory affairs for vaccines and biologics at Merck. Prior to joining Merck in 2001, he was director of the HIV/AIDS program for St. Christopher's Hospital for Children in Philadelphia.
He succeeds Dr. Cheryl Jo White, who was chief medical officer of Inovio and VGX Pharmaceuticals since 2005. Inovio and VGX merged last summer. . . .
The previously-assembled talent pool is being scattered to the four winds, as I write this. . .

Bagarazzi was not asked to leave Merck. He was one of their top directors in regulatory. The Merck Regulatory team is a fantastic team and it was a very difficult decision for Mark.
