The campus houses some of the oldest facilities Merck has continuously operated, in the Eastern US. This expansion makes sense, since there are already over 10,000 people working daily for Merck on the sprawling campus -- and most live nearby. [It also houses one of the few remaining union shops Mr. Davis presides over.]
To be sure, the local talent pool is deep -- and considerable. The space is available -- and Montgomery County's schools and roads could certainly use the additional local tax revenue. So I expect it will clear the zoning review rather easily. Here's all that from the local papers (subs. req.):
