Requiring that it be disassembled and in a locked case, when transported off of any firing range or home property. . . or onto public lands. . . is an eminently reasonable. . . regulation tied directly to public safety. There is no requirement that the regulation be the least restrictive means (as would be true in speech cases). Many cases -- nationwide -- so hold.
And eventually, the full Ninth Circuit will so hold. But that's about a year out, now. Here are the upcoming highlight dates, on the appelate schedule:

Wed., October 20, 2021 Appellees' answering brief and excerpts of record shall be served and filed pursuant to FRAP 31 and 9th Cir. R. 31-2.1.
The optional appellants' reply brief shall be filed and served within 21 days of service of the appellees' brief, pursuant to FRAP 31 and 9th Cir. R. 31-2.1. . . .
