Yeh -- But this guy's pantlegs (the guy who is the subject of the main post, here) get wet from his inseam, down, in situations like that one. Sully's, in contrast, only got wet from the bottom up -- and only to the calves. . . as he stood inside the slowly sinking end of his plane, belly-floating on the Hudson.
